The Imperial Theocracy of Gordonopia is a huge, safe nation, ruled by Emperor Gordon II with an even hand, and remarkable for its parental licensing program. Its hard-nosed, hard-working, cynical population of 867 million are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

There is no government in the normal sense of the word; however, a small group of community-minded, corrupt, moralistic individuals devotes most of its attentions to Defence, with areas such as the Environment and Social Welfare receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Hiipakuntakaupunki. Income tax is unheard of. A powerhouse of a private sector is led by the Uranium Mining industry, followed by Automobile Manufacturing and Beef-Based Agriculture.

Citizens are regularly arrested in queues for 'loitering', the workforce is almost entirely made up of slave labour, environmental protestors are being rounded up and taken away in sinister black vans as a massive land development campaign gets underway, and an enormous health awareness programme is underway. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force. Gordonopia's national animal is the Phoenix, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Pengar.
