The Federation of German Cascadia is a huge, economically powerful nation, notable for its anti-smoking policies. Its hard-nosed, hard-working, cynical population of 221 million have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Defence, Law & Order, and Education. The average income tax rate is 55%. A powerhouse of a private sector is led by the Arms Manufacturing, Uranium Mining, and Book Publishing industries.

Teenagers are sent to jail for being out too late, the government is spending millions on renovating the public transportation system, citizens live in superstitious fear of the mysterious glowing clouds that float over German Cascadia, and the Bear is protected from hunting and slowly coming back from the brink of extinction. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. German Cascadia's national animal is the Bear, which teeters on the brink of extinction due to widespread deforestation, and its currency is the USR Credit.
