The Consortium of Gauthier is a gargantuan, cultured nation, ruled by President Johnson with an even hand, and remarkable for its museums and concert halls. Its compassionate population of 18.264 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Gauthier's national animal is the Vigilance Goshawk, which frolics freely in the nation's many lush forests, and its currency is the Credit.

Gauthier is ranked 4th in the South Pacific and 153rd in the world for Most Compassionate Citizens, scoring 326 on the Kitten Softness Rating.
