There is no government in the normal sense of the word; however, a small group of community-minded, liberal, pro-business individuals juggles the competing demands of Commerce, Education, and Social Welfare. It meets every day to discuss matters of state in the capital city of Georgia. Citizens pay a flat income tax of 2%. A powerhouse of a private sector is led by the Gambling, Basket Weaving, and Door-to-door Insurance Sales industries.

Private business has started paving paradises and putting up parking lots, military funding has been stripped back, UFO sightings are listed daily in the morning news, and Mr Happy's Funland has just been named Galaxic Hitchhikers's new capital. Crime -- especially youth-related -- is crippling, probably because of the country's utter lack of prisons. Galaxic Hitchhikers's national animal is the bugblatter beast, which teeters on the brink of extinction due to widespread deforestation, and its currency is the thumb ring.
