The Federation of Flooderai is a massive, cultured nation, ruled by Rezanj with an even hand, and notable for its sprawling nuclear power plants. Its hard-nosed population of 1.332 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Education, Commerce, and Healthcare. It meets every day to discuss matters of state in the capital city of Agaturna. The average income tax rate is 77%, and even higher for the wealthy. A powerhouse of a private sector is led by the Tourism, Woodchip Exports, and Furniture Restoration industries.

Government-run screening operations remove embryos with severe genetic disorders, schoolchildren have twice-weekly sex education classes, the nation's diplomatic missives are now delivered via sniper rifle, and children have taken to using semaphore in light of the recent mobile phone ban. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Flooderai's national animal is the Arascanus, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Floodarush.
