The Empire of Filadelfia is a massive, genial nation, ruled by Antonius de Lucia with an even hand, and remarkable for its happy-go-lucky citizens. Its compassionate, hard-working population of 3.132 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it concentrates mainly on Defence, although Law & Order and Education are on the agenda. It meets every day to discuss matters of state in the capital city of Lorem Urbem. Citizens pay a flat income tax of 76%. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

The importance of winning Olympic gold medals is indoctrinated from an early age, police officers have been re-kitted with designer uniforms and gold plated handcuffs, the government spends millions of Denaris every year prosecuting spammers, and large areas of Filadelfia are not accessible by the public. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Filadelfia's national animal is the Feather-Bellied Wolfdog, which frolics freely in the nation's many lush forests, its national religion is Romanumism, and its currency is the Denari.

Filadelfia is ranked 6th in The Union of Overlanders and 11,772nd in the world for Largest Public Sector, scoring 21 on the Bureaucratic Comprehensiveness Rating Scale Index.
