The Empire of Expanding Chaos is a colossal, environmentally stunning nation, ruled by Lord C with an iron fist, and remarkable for its complete absence of social welfare. Its hard-nosed, hard-working, cynical population of 5.36 billion are ruled with an iron fist by the corrupt, dictatorship government, which oppresses anyone who isn't on the board of a Fortune 500 company. Large corporations tend to be above the law, and use their financial clout to gain ever-increasing government benefits at the expense of the poor and unemployed.

It is difficult to tell where the omnipresent, corrupt, pro-business government stops and the rest of society begins, but it devotes most of its attentions to Defence, with areas such as Social Welfare and Social Equality receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Chaos City. Citizens pay a flat income tax of 86%. A powerhouse of a private sector is dominated by the Information Technology industry.

Fewer people are bathing as citizens must show ration stamps before they can turn on their faucets, citizens must pay to enjoy Expanding Chaos's pristine beaches, reports of arson have doubled since the introduction of a privatised fire protection service, and rag-wearing teachers are often mistaken for homeless people. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force. Expanding Chaos's national animal is the Hedgehog, which frolics freely in the nation's many lush forests, its national religion is Foraging Hedgehog, and its currency is the Rune.
