The Empire of Expanding Chaos is a massive, cultured nation, ruled by Lord C with an iron fist, and notable for its compulsory military service. Its hard-nosed, hard-working, cynical population of 4.772 billion are ruled with an iron fist by the corrupt, dictatorship government, which oppresses anyone who isn't on the board of a Fortune 500 company. Large corporations tend to be above the law, and use their financial clout to gain ever-increasing government benefits at the expense of the poor and unemployed.

It is difficult to tell where the omnipresent, corrupt, pro-business government stops and the rest of society begins, but it devotes most of its attentions to Defence, with areas such as Social Welfare and Social Equality receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Chaos City. Citizens pay a flat income tax of 86%. A powerhouse of a private sector is dominated by the Information Technology industry.

Manual labourers must be willing to have cybernetic limbs to get a job, all-natural foods are becoming a major fad, the government extracts trade concessions from poor nations in exchange for humanitarian aid, and waste is frequently shipped to other countries. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force. Expanding Chaos's national animal is the Hedgehog, which frolics freely in the nation's many lush forests, its national religion is Foraging Hedgehog, and its currency is the Rune.
