The Terran Imperium of Enif is a colossal, safe nation, ruled by Admiral Petrarch with an iron fist, and renowned for its parental licensing program. Its hard-nosed, hard-working, cynical population of 6.463 billion are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

It is difficult to tell where the omnipresent, corrupt, moralistic government stops and the rest of society begins, but it juggles the competing demands of Defence, Law & Order, and Commerce. It meets every day to discuss matters of state in the capital city of Enif Prime. The average income tax rate is 98%. A powerhouse of a private sector is dominated by the Arms Manufacturing industry.

Citizens are regularly arrested in queues for 'loitering', tourists need only sign on the dotted line to become citizens, the nation's infamous boot camp is more brutal than most battlefields, and retail stores offer sales every hour on the hour. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force. Enif's national animal is the Scantid, which teeters on the brink of extinction due to widespread deforestation, its national religion is The order of Pegasi, and its currency is the Enif Credit.
