The Dominion of Elvish Prescelli is a massive, devout nation, remarkable for its barren, inhospitable landscape. Its hard-nosed, hard-working, intelligent population of 4.846 billion are effectively ruled by a group of massive corporations, who run for political office and provide their well-off citizens with world-class goods and services. Their poorer citizens, however, are mostly starving to death while being urged to go out and get real jobs. The populace has reasonably extensive civil rights, although these are mostly aimed at allowing them to buy whatever they like.

The small, pro-business government juggles the competing demands of Commerce, Law & Order, and Religion & Spirituality. Citizens pay a flat income tax of 11%. A powerhouse of a private sector is led by the Automobile Manufacturing, Information Technology, and Uranium Mining industries.

Mobile phone masts are being erected all over the country, it is a crime to offend someone's religious beliefs, teenage fathers are forced to join the army, and murderers frequently escape punishment by claiming they were protecting their honour. Crime is a problem. Elvish Prescelli's national animal is the hound dog, which teeters on the brink of extinction due to widespread deforestation, and its currency is the song.
