The Constitutional Monarchy of Elaeria is a massive, genial nation, ruled by Tupac Amaru with a fair hand, and renowned for its restrictive gun laws. Its compassionate, intelligent population of 1.45 billion are free to do what they want with their own bodies, and vote for whoever they like in elections; if they go into business, however, they are regulated to within an inch of their lives.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Social Welfare, Education, and the Environment. It meets every day to discuss matters of state in the capital city of Vicondor. The average income tax rate is 91%. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

The Elaeria Mental Asylum Party have recently won seats in parliament, rag-wearing teachers are often mistaken for homeless people, racial and religious segregation has become rife as the various groups are loath to mingle, and all recreational drugs are legal. Crime is relatively low. Elaeria's national animal is the raven, which frolics freely in the nation's many lush forests, and its currency is the florian.

Elaeria is ranked 4,662nd in the South Pacific and 99,408th in the world for Largest Insurance Industry, scoring -8 on the Risk Expulsion Effectiveness Rating.
