The Federation of Dwarf Planets is a huge, safe nation, renowned for its sprawling nuclear power plants. Its hard-nosed, hard-working, cynical population of 610 million are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

It is difficult to tell where the omnipresent, corrupt, moralistic government stops and the rest of society begins, but it juggles the competing demands of Defence, Law & Order, and the Environment. The average income tax rate is 100%. The private sector is almost wholly made up of enterprising fourteen-year-old boys selling lemonade on the sidewalk, although the government is looking at stamping this out.

Euthanasia is legal, skateboarding is punishable by heavy fines, Dwarf Planets's army is full of two-metre tall super-soldiers, and otherwise healthy people are being sent to internment camps because they have VODAIS. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force. Dwarf Planets's national animal is the martian, which is also the nation's favorite main course, and its currency is the really big diamond.
