The Chaotic Oligarchy of Dreams and Parachutes is a colossal, economically powerful nation, ruled by Jojo McCue with an iron fist, and remarkable for its irreverence towards religion. Its hard-nosed, hard-working, cynical population of 8.523 billion enjoy great individual freedoms in everything except elections, which, where they exist at all, are populist shams for a dictatorship government that has no intention of ever giving up power.

There is no government in the normal sense of the word; however, a small group of community-minded, pro-business individuals devotes most of its attentions to Commerce, with areas such as Religion & Spirituality and Social Welfare receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Fort Anarchy. Income tax is unheard of. A powerhouse of a private sector is led by the Woodchip Exports, Uranium Mining, and Information Technology industries.

University graduates and new home-owners toil in labour camps to work off their debts, penurious citizens die from easily remedied ailments because they aren't 'taking enough initiative', radio shows frequently feature people denouncing religion, and the government has enacted freedom of information. Crime -- especially youth-related -- is crippling, and the police force struggles against a lack of funding and a high mortality rate. Dreams and Parachutes's national animal is the chipmunk, which is also the nation's favorite main course, its national religion is Neo Liberism, and its currency is the scooter.
