The Republic of Dodgergirnia is a massive, pleasant nation, remarkable for its compulsory military service. Its hard-nosed, cynical population of 1.403 billion are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

The government -- a sprawling, bureaucracy-choked morass -- is effectively ruled by the Department of Law & Order, with areas such as the Environment and Commerce receiving almost no funds by comparison.
