The Confederacy of Delcovia is a gargantuan, economically powerful nation, ruled by Mikey Escobar with an even hand, and notable for its complete lack of public education. Its hard-nosed, hard-working, intelligent population of 13.953 billion enjoy some of the most opulent lifestyles in the region, unless they are unemployed or working-class, in which case they are variously starving to death or crippled by easily preventable diseases.

The large, liberal, pro-business government is mainly concerned with Defence, although Healthcare and Public Transport are secondary priorities. It meets every day to discuss matters of state in the capital city of Media. Income tax is unheard of. A powerhouse of a private sector is led by the Information Technology industry, followed by Arms Manufacturing and Book Publishing.

Mysterious black helicopters menace farmers to ensure compliance with straitjacketing agricultural policies, schoolchildren have twice-weekly sex education classes, citizens must pay to enjoy Delcovia's pristine beaches, and young children are regularly seen wagering pocket money at blackjack tables. Crime -- especially youth-related -- is crippling. Delcovia's national animal is the platypus, which teeters on the brink of extinction due to widespread deforestation, and its currency is the deadprez.

Delcovia is ranked 17th in The North Pacific and 602nd in the world for Largest Insurance Industry, scoring 14 on the Risk Expulsion Effectiveness Rating.
