The Oppressed Peoples of Cuggles is a massive, cultured nation, ruled by Stephen McCoy with an even hand, and notable for its national health service. Its hard-nosed population of 1.474 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Defence, Law & Order, and Healthcare. It meets every day to discuss matters of state in the capital city of Vault City. The average income tax rate is 92%, and even higher for the wealthy. A powerhouse of a private sector is dominated by the Arms Manufacturing industry.

Organ donation is compulsory, international tensions are high as Cuggles threatens any government with the audacity to arrest its citizens, abortions are routinely performed in Cuggles's hospitals, and jails have become colloquially known as 'vampire houses'. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Cuggles's national animal is the Sheep, which is also the nation's favorite main course, its national religion is Stephenism, and its currency is the gold coin.
