The Principality of Costa Celestia is a colossal, cultured nation, ruled by Her Royal Highness Queen Cassiopiea with a fair hand, and remarkable for its punitive income tax rates. The compassionate, intelligent population of 8.156 billion Costa Celestians enjoy a sensible mix of personal and economic freedoms, while the political process is open and the people's right to vote held sacrosanct.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Social Welfare, the Environment, and Education. It meets every day to discuss matters of state in the capital city of Prucan City. The average income tax rate is 85%, and even higher for the wealthy. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

The government is making attempts at curtailing the flood of spam emails with little progress, citizens are expected to be proficient in at least five languages, schools have extensive counseling programs for troubled students, and people are now classified as male, female, or genderqueer. Crime is totally unknown, thanks to a well-funded police force and progressive social policies in education and welfare. Costa Celestia's national animal is the Dolphin, which frolics freely in the nation's sparkling oceans, its national religion is Wicca, and its currency is the Celestian Drachma.

Costa Celestia is ranked 217th in The East Pacific and 7,996th in the world for Least Corrupt Governments, scoring 5 on the Inverse Mugabe Relativity Rating.
