The Just Monocratic Commonwealth of Consigahria is a colossal, genial nation, ruled by Prime Minister Cornelius Davis VI with an even hand, and renowned for its hatred of cheese. Its compassionate population of 9.834 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it concentrates mainly on Law & Order, although Social Equality and Education are secondary priorities. It meets every day to discuss matters of state in the capital city of Vermillion City. The average income tax rate is 80%, and even higher for the wealthy. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

The government enforces a policy of 'from each according to their ability, to each according to the available budget', waste is frequently shipped to other countries, Saturday morning cartoons feature full frontal nudity, and the government is pursuing a new programme aimed at promoting cultural sophistication. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Consigahria's national animal is the tiger, which is also the nation's favorite main course, its national religion is Judaism, and its currency is the ruice.
