The People's Socialist Republic of Consaria is a colossal, economically powerful nation, ruled by Hizmana Corpaz with an iron fist, and renowned for its hatred of cheese. Its hard-nosed, hard-working, cynical population of 8.606 billion are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it concentrates mainly on Social Welfare, although Defence and Law & Order are secondary priorities. It meets every day to discuss matters of state in the capital city of Centro del Paraiso. The average income tax rate is 89%, and even higher for the wealthy. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Arms Manufacturing.

National parks have long lines of different gender-specific 'Porta-Pottys', citizens are only allowed to view government-approved TV shows, public loudspeakers constantly tell citizens they are "happy people", and students cut up leftover NSDs during Arts and Crafts. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Consaria's national animal is the Llama, which is also the nation's favorite main course, its national religion is Catholicism , and its currency is the NSD.
