The Empire of Common Territories is a colossal, economically powerful nation, ruled by Emperor JC with an even hand, and renowned for its museums and concert halls. The hard-nosed, hard-working population of 6.815 billion Commoners have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it devotes most of its attentions to Defence, with areas such as Religion & Spirituality and the Environment receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Empire City. Citizens pay a flat income tax of 43%. A powerhouse of a private sector is dominated by the Arms Manufacturing industry.

Graffiti graces every city's streets, voting is voluntary, birth rates have hit an all-time low, and televangelists flaunt their expensive cars when they attend charity events. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Common Territories's national animal is the Wolf, which is also the nation's favorite main course, and its currency is the Imperial Dollar.
