The Retired Delegate of Collector of Souls is a colossal, environmentally stunning nation, ruled by Whamabama with an even hand, and notable for its parental licensing program. Its hard-nosed, hard-working, intelligent population of 7.686 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Defence, Law & Order, and Education. It meets every day to discuss matters of state in the capital city of Oured. Citizens pay a flat income tax of 55%. A powerhouse of a private sector is dominated by the Arms Manufacturing industry.

Many parents are becoming frustrated with their children's choices in spouses, motorists must pay to enter inner-cities during peak hours, the poor are often seen pale and dizzy after selling their blood to make ends meet, and the national Police Academies have dedicated infant wings. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Collector of Souls's national animal is the dragon, which frolics freely in the nation's many lush forests, and its currency is the soul.
