The Kingdom of Cleo and Topaz is a colossal, safe nation, ruled by HM Cleo and HM Topaz with an even hand, and renowned for its hatred of cheese. Its compassionate population of 6.168 billion are fiercely patriotic and enjoy great social equality; they tend to view other, more capitalist countries as somewhat immoral and corrupt.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Defence, Law & Order, and Education. It meets every day to discuss matters of state in the capital city of Brwoopt. The average income tax rate is 89%, and even higher for the wealthy. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

The wearing and manufacture of fur apparel is banned, prisons are crowded with possible terrorist suspects, bizarre-looking creatures called 'Gray Catdogs' dominate wildlife preserves, and citizens receive notices of disenfranchisement along with their parking tickets. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Cleo and Topaz's national animal is the Gray Cat, which frolics freely in the nation's many lush forests, its national religion is Reform Felineism, and its currency is the Fur.

Cleo and Topaz is ranked 32nd in California and 101,103rd in the world for Most Eco-Friendly Governments, scoring 1 on the Dolphin Recycling Awareness Index.
