The Shibusen Empire of Chaos masters is a colossal, safe nation, ruled by Mistress Kaede Rorak with an iron fist, and renowned for its compulsory military service. Its hard-nosed, hard-working, cynical population of 5.715 billion are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

It is difficult to tell where the omnipresent, corrupt, moralistic government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Defence, and Healthcare. It meets every day to discuss matters of state in the capital city of Geosinisa. The average income tax rate is 94%, and even higher for the wealthy. A powerhouse of a private sector is dominated by the Uranium Mining industry.

Mining safety laws are often more expensive than what's being mined, bicyclists are banned from major roads, reports of arsonism have doubled since the introduction of a privatised fire protection service, and rumours have it that a secret police is responsible for the recent spate of missing persons. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force. Chaos masters's national animal is the Kishin, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Soul.
