The Imperial Union of Cetaganda is a gargantuan, safe nation, remarkable for its suspicion of poets. Its hard-nosed, hard-working population of 18.96 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it devotes most of its attentions to Defence, with areas such as the Environment and Religion & Spirituality receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Askavii. The average income tax rate is 98%. A powerhouse of a private sector is led by the Gambling, Uranium Mining, and Arms Manufacturing industries.

Inter-species marriages are ignored by the government, politicians are often found scavenging bins at night to supplement their income, the bonfire of the old paper records can be seen for miles around Askavii, and politicians are often seen with soldiers pointing guns at their heads. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Cetaganda's national animal is the phoenix, which teeters on the brink of extinction due to widespread deforestation, and its currency is the mark.
