The Most Serene Republic of Central Francia is a huge, cultured nation, ruled by Doge François Grosvenor II with an iron fist, and renowned for its parental licensing program. Its hard-nosed, hard-working, cynical population of 948 million are rabid consumers, partly through choice and partly because the government tells them to and dissenters tend to vanish from their homes at night.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Social Welfare, and Commerce. It meets every day to discuss matters of state in the capital city of Versailles . Citizens pay a flat income tax of 80%. A powerhouse of a private sector is led by the Tourism industry, followed by Information Technology and Arms Manufacturing.

Teams of painters are converting road signs from horse lengths to kilometers, rumours have it that a secret police is responsible for the recent spate of missing persons, there are no minimum wage laws, and tourists outnumber citizens two to one. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Central Francia's national animal is the White Gyrfalcon, which is also the nation's favorite main course, and its currency is the Gold Sovereign.
