The Imperium of Cartiga is a colossal, socially progressive nation, ruled by General Serpico with an iron fist, and notable for its happy-go-lucky citizens. The hard-nosed, cynical population of 8.236 billion Cartigans are ruled with an iron fist by the dictatorship government, which ensures that no-one outside the party gets too rich. In their personal lives, however, citizens are relatively unoppressed; it remains to be seen whether this is because the government genuinely cares about its people, or if it hasn't gotten around to stamping out civil rights yet.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it concentrates mainly on Defence, although Law & Order and Religion & Spirituality are secondary priorities. It meets every day to discuss matters of state in the capital city of Imperial City. The average income tax rate is 90%, and even higher for the wealthy. A powerhouse of a private sector is dominated by the Arms Manufacturing industry.

Punitive tariffs protect local industry, the government encourages conflict abroad to increase arms sales, school uniforms are compulsory, and government police forces protect public schools from the threat of protest. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Cartiga's national animal is the Griffin, which is also the nation's favorite main course, its national religion is Roman Catholicism, and its currency is the coin.

Cartiga is ranked 246th in Europeia and 36,611th in the world for Most Extensive Civil Rights, with 66 Martin Luther King, Jr. Units.
