The Imperium of Cartiga is a colossal, devout nation, ruled by General Serpico with an iron fist, and renowned for its sprawling nuclear power plants. The hard-nosed, cynical population of 8.225 billion Cartigans are ruled with an iron fist by the dictatorship government, which ensures that no-one outside the party gets too rich. In their personal lives, however, citizens are relatively unoppressed; it remains to be seen whether this is because the government genuinely cares about its people, or if it hasn't gotten around to stamping out civil rights yet.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it is mainly concerned with Defence, although Law & Order and Religion & Spirituality are on the agenda. It meets every day to discuss matters of state in the capital city of Imperial City. The average income tax rate is 91%, and even higher for the wealthy. A powerhouse of a private sector is dominated by the Arms Manufacturing industry.

Photographers have to apply for a license to photograph General Serpico, cars are banned from built-up areas, immigrant herding has become a national pastime, and prospective parents are cheering on the streets as they no longer need a license to have children. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Cartiga's national animal is the Griffin, which is also the nation's favorite main course, its national religion is Roman Catholicism, and its currency is the coin.

Cartiga is ranked 628th in Europeia and 102,887th in the world for Lowest Overall Tax Burden, scoring -14 on the Hayek Index.
