The Empire of Carthar is a huge, economically powerful nation, remarkable for its complete lack of prisons. Its hard-nosed, hard-working population of 802 million are either ruled by a sleek, efficient government or a conglomerate of multinational corporations; it's difficult to tell which.

The large government juggles the competing demands of Defence, Law & Order, and Religion & Spirituality. Citizens pay a flat income tax of 12%. A powerhouse of a private sector is led by the Beef-Based Agriculture, Uranium Mining, and Arms Manufacturing industries.

Airport security is provided by private companies, anti-government web sites are springing up, parents must choose their children's names from a government-mandated master list, and teenagers are sent to jail for being out too late. Crime is well under control, thanks to the all-pervasive police force and progressive social policies in education and welfare. Carthar's national animal is the african lion, and its currency is the sheckel.
