The Democratic Republic of Capricania is a colossal, cultured nation, ruled by Premier EvanderX with a fair hand, and notable for its irreverence towards religion. Its compassionate, intelligent population of 9.436 billion are fiercely patriotic and enjoy great social equality; they tend to view other, more capitalist countries as somewhat immoral and corrupt.

It is difficult to tell where the omnipresent, socially-minded government stops and the rest of society begins, but it concentrates mainly on Law & Order, although Social Welfare and the Environment are secondary priorities. It meets every day to discuss matters of state in the capital city of Port Lihydra . The average income tax rate is 96%. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Meat-eating is frowned upon, politicians are often found scavenging bins at night to supplement their income, the minority inevitably have their addenda vetoed, and Members of Parliament are often found living in cardboard boxes. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Capricania's national animal is the Blue Cardinal, which frolics freely in the nation's many lush forests, and its currency is the titanium dollar.

Capricania is ranked 47th in Europe and 3,901st in the world for Largest Public Sector, scoring 28 on the Bureaucratic Comprehensiveness Rating Scale Index.
