The Independent Republic of Caliburn Prime is a massive, cultured nation, ruled by President Jeff with an even hand, and renowned for its sprawling nuclear power plants. Its compassionate, intelligent population of 1.762 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Education, Social Equality, and Healthcare. It meets every day to discuss matters of state in the capital city of Arcadia Landfall. The average income tax rate is 71%, and even higher for the wealthy. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Euthanasia is illegal, the 'kind of scrawny' 500 meter hurdle is a popular event, untold millions of Terran Credits are going into a new government-funded maternity leave scheme, and highschool principals regularly send armed truancy patrols to drag problem students to school. Crime is well under control. Caliburn Prime's national animal is the Wolf, which frolics freely in the nation's many lush forests, and its currency is the Terran Credit.
