The Empire of Caitlin Oliver is a massive, safe nation, ruled by Klitty Gitter with an even hand, and notable for its compulsory military service. Its hard-nosed population of 3.171 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Defence, Law & Order, and Education. It meets every day to discuss matters of state in the capital city of Hipoliani. The average income tax rate is 87%. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Calling out of the blue has become taboo, all artwork is carefully screened for offensive material, many working fathers have never seen their children, and record sales of 'child-whacking sticks' have been reported. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Caitlin Oliver's national animal is the Loggerhead Turtle, which is also the nation's favorite main course, and its currency is the Kuna Ouguiya.
