The Commonwealth of Brevoy is a massive, environmentally stunning nation, ruled by Legate-Maximo Perrywinkle Strongfellow with an even hand, and notable for its sprawling nuclear power plants. Its hard-nosed population of 2.061 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it concentrates mainly on Defence, although Education and Law & Order are secondary priorities. Medical lawsuits are out of control, tax evaders are regularly visited by agents of the Brevoy Blood Tithe, the fire protection service is wholly government-funded, and all footpaths have tollbooths. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Brevoy's national animal is the Owlbear, which is also the nation's favorite main course, and its currency is the Crown.

Brevoy is ranked 4,520th in the South Pacific and 94,269th in the world for Largest Insurance Industry, scoring -5 on the Risk Expulsion Effectiveness Rating.
