Its hard-nosed, hard-working, cynical population of 1.582 billion are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

There is no government in the normal sense of the word; however, a small group of community-minded individuals is mainly concerned with Law & Order, although Education and the Environment are secondary priorities. Income tax is unheard of. The private sector is almost wholly made up of enterprising fourteen-year-old boys selling lemonade on the sidewalk, although the government is looking at stamping this out.

Convicted felons are forced into slavery for their crimes, the new prison system is crowding up at an alarming rate, criminals are executed and their property seized, and abortions are routinely performed in Boves Cadens's hospitals. Crime -- especially youth-related -- is moderate. Boves Cadens's national animal is the wisent, which frolics freely in the nation's many lush forests, and its currency is the bos.
