The Community of Bogahn is a huge, safe nation, notable for its parental licensing program. Its compassionate, intelligent population of 664 million have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Social Welfare, Education, and the Environment. The average income tax rate is 72%, and even higher for the wealthy. The private sector is almost wholly made up of enterprising fourteen-year-old boys selling lemonade on the sidewalk, although the government is looking at stamping this out.

School uniforms are compulsory, copyright laws have been abolished, dog breeding has been banned in accordance with recent animal experimentation laws, and the government has instituted 'traveller reservations' across the country. Crime -- especially youth-related -- is totally unknown, thanks to a well-funded police force and progressive social policies in education and welfare. Bogahn's national animal is the plastered brit bckpkr, which is also the nation's favorite main course, and its currency is the rum.
