The United Provinces of Blackvville is a massive, safe nation, ruled by Leader with an even hand, and remarkable for its keen interest in outer space. Its compassionate, intelligent population of 3.375 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Education, Law & Order, and Healthcare. It meets every day to discuss matters of state in the capital city of Blackvville City. The average income tax rate is 84%, and even higher for the wealthy. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Members of Parliament are often found living in cardboard boxes, fewer people are bathing as citizens must show ration stamps before they can turn on their faucets, people are now classified as male, female, or genderqueer, and the government enforces a policy of 'from each according to their ability, to each according to the available budget'. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Blackvville's national animal is the Hawks, which is also the nation's favorite main course, its national religion is a major religion, and its currency is the Dollar.

Blackvville is ranked 4,686th in the South Pacific and 100,379th in the world for Largest Insurance Industry, scoring -10 on the Risk Expulsion Effectiveness Rating.
