The Rogue Nation of Blackleather is a massive, safe nation, ruled by God with an iron fist, and notable for its complete lack of prisons. Its hard-nosed, cynical population of 2.842 billion are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Defence, Law & Order, and Religion & Spirituality. It meets every day to discuss matters of state in the capital city of Arcadia. The average income tax rate is 96%. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Arms Manufacturing.

Anti-environmentalist protesters are gunned down without mercy, the police have reaffirmed their tough stance on drugs, all citizens are solely referenced by their allocated identity number, and criminals are thrown to the Ligers to repay their debt to society. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Blackleather's national animal is the Liger, which is also the nation's favorite main course, its national religion is Acolytism , and its currency is the Katamari.
