The Brotherhood of Black Hand is a massive, safe nation, ruled by Kane with an iron fist, and notable for its strong anti-business politics. Its hard-nosed, cynical population of 2.337 billion are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

The medium-sized, corrupt government juggles the competing demands of Education, Defence, and Healthcare. It meets every day to discuss matters of state in the capital city of Temple Prime. The average income tax rate is 25%, but much higher for the wealthy. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Arms Manufacturing.

Kids laugh off vandalism and arson as "just fun", the number of students attending university has reached a record high, droves of former desperados are applying to join the border police, and several citizens have complained about scientists abducting their pets for experimentation. Crime -- especially youth-related -- is totally unknown. Black Hand's national animal is the Scorpion, which frolics freely in the nation's many lush forests, its national religion is Brotherhood Of Nod, and its currency is the Tiberium.
