It meets every day to discuss matters of state in the capital city of Litter Box City. The average income tax rate is 37%, but much higher for the wealthy. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Tourism.

Genetic research has been halted, the government seizes the property of the recently deceased, the country has been 'going shopping' by annexing nearby nations for their resources, and commercial jingles have been ham-handedly forced into world renowned symphonies. Crime is relatively low, thanks to the all-pervasive police force. Black Cats's national animal is the Panthera Onca, which frolics freely in the nation's many lush forests, its national religion is Church of Basement Cat, and its currency is the Bowl of Milk.

Black Cats is ranked 3rd in Holland and 81,335th in the world for Largest Insurance Industry, scoring -2 on the Risk Expulsion Effectiveness Rating.
