The Free People of Barhar is a colossal, safe nation, renowned for its punitive income tax rates. Its compassionate, intelligent population of 8.849 billion are free to do what they want with their own bodies, and vote for whoever they like in elections; if they go into business, however, they are regulated to within an inch of their lives.

It is difficult to tell where the omnipresent, socially-minded government stops and the rest of society begins, but it concentrates mainly on Education, although Defence and Social Equality are on the agenda. The average income tax rate is 100%. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

A vast monorail network carries people all over the country, a large-scale revitalization of the education system is underway, the government enforces a policy of 'from each according to their ability, to each according to the available budget', and the recently unemployed can often be seen at the local homeless shelter. Crime is totally unknown. Barhar's national animal is the Roaring Tiger, which is also the nation's favorite main course, and its currency is the Xi.

Barhar is ranked 1st in Soviet Union and 1,746th in the world for Most Compassionate Citizens, scoring 67 on the Kitten Softness Rating.
