The Free People of Barhar is a colossal, safe nation, renowned for its devotion to social welfare. Its compassionate, intelligent population of 9.465 billion are free to do what they want with their own bodies, and vote for whoever they like in elections; if they go into business, however, they are regulated to within an inch of their lives.

It is difficult to tell where the omnipresent, socially-minded government stops and the rest of society begins, but it is mainly concerned with Education, although Defence and Social Equality are secondary priorities. The average income tax rate is 100%. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Kids laugh off vandalism and arson as "just fun", terrified neighbors cower behind concertina wire and machine gun nests, military spending is on the increase, and midnight pizza breaks are common among the work-from-home population. Crime is totally unknown. Barhar's national animal is the Roaring Tiger, which is also the nation's favorite main course, and its currency is the Xi.
