The Confederacy of Baltic Oceania is a massive, environmentally stunning nation, ruled by Chancellor Redbeard with a fair hand, and remarkable for its keen interest in outer space. Its hard-nosed, intelligent population of 4.276 billion hold their civil and political rights very dear, although the wealthy and those in business tend to be viewed with suspicion.

It is difficult to tell where the omnipresent, liberal government stops and the rest of society begins, but it devotes most of its attentions to Education, with areas such as Religion & Spirituality and Defence receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Baltic Oceania City. The average income tax rate is 88%, and even higher for the wealthy. A powerhouse of a private sector is led by the Book Publishing industry, followed by Tourism and Soda Sales.

The poor are often seen pale and dizzy after selling their blood to make ends meet, citizens are regularly arrested in queues for 'loitering', the number of students attending university has reached a record high, and the government is promoting multicultural values with the new 'Just Be Nice, OK?' initiative. Crime is well under control, thanks to the all-pervasive police force and progressive social policies in education and welfare. Baltic Oceania's national animal is the auk, which is also the nation's favorite main course, and its currency is the crown.
