The Evil Empire of Balerion07 is a massive, economically powerful nation, ruled by The Man with an iron fist, and remarkable for its unlimited-speed roads. Its hard-nosed, hard-working, cynical population of 4.72 billion are rabid consumers, partly through choice and partly because the government tells them to and dissenters tend to vanish from their homes at night.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Religion & Spirituality, and Defence. It meets every day to discuss matters of state in the capital city of Balerion07 City. The average income tax rate is 97%. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

There's a shortage of swinging hot spots as land development grinds to a halt, suppression of pro-democracy protests is a daily occurrence, the police crack down on tax evaders without mercy, and movies and computer games are strictly censored for violence. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Balerion07's national animal is the walrus, which is also the nation's favorite main course, its national religion is Pastafarianism, and its currency is the penny.
