The Allied States of Bailey Command is a colossal, socially progressive nation, notable for its complete absence of social welfare. Its hard-nosed, hard-working, intelligent population of 5.11 billion live in a state of perpetual fear, as a complete breakdown of social order has led to the rise of order through biker gangs.

There is no government in the normal sense of the word; however, a small group of community-minded, liberal, pro-business individuals is effectively ruled by the Department of Commerce, with areas such as Defence and Social Welfare receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Fort Madelaine. Citizens pay a flat income tax of 1%. A substantial private sector is led by the Trout Farming, Cheese Exports, and Woodchip Exports industries.

Military funding has been stripped back, rioting and unrest sweep the nation, Bailey Command has designated Fort Madelaine as its capital city, and citizens are allowed to rise or fall based on their own merits. Crime is crippling, and the police force struggles against a lack of funding and a high mortality rate. Bailey Command's national animal is the great pacific eagle, which teeters on the brink of extinction due to widespread deforestation, and its currency is the dollar.
