The Holy Commonwealth of Atrus is a massive, cultured nation, ruled by Patrician Nathaniel Mowbry with a fair hand, and notable for its complete absence of social welfare. Its hard-nosed, hard-working, intelligent population of 4.664 billion enjoy a sensible mix of personal and economic freedoms, while the political process is open and the people's right to vote held sacrosanct.

The minute government, or what there is of one, is mainly concerned with Religion & Spirituality, although Education and Law & Order are on the agenda.
