It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it devotes most of its attentions to Education, with areas such as Religion & Spirituality and Social Welfare receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Urbs Oyryzarum. The average income tax rate is 91%. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Anti-government web sites are springing up, roads are often attended by round-the-clock construction crews, children are raised bilingual from an early age, and punitive tariffs protect local industry. Crime -- especially youth-related -- is a problem, probably because of the country's utter lack of prisons. Arcturus Novus's national animal is the Daemonic Hound, which frolics freely in the nation's many lush forests, its national religion is Chaosism, and its currency is the Arcturan Credit.
