The Theocracy of Anwen is a huge, cultured nation, renowned for its devotion to social welfare. Its compassionate, intelligent population of 595 million have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Education, Social Welfare, and the Environment. It meets every day to discuss matters of state in the capital city of Anwen City. The average income tax rate is 60%, and even higher for the wealthy. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Tourism.

Mr Happy's Funland has just been named Anwen's new capital, charged suspects often have to wait years before the courts have room to judge their trial, religious figures have been banned from public holidays to make them more multicultural, and expensive lawyers are hired to defend citizens in court for public urination charges against their pets. Crime -- especially youth-related -- is totally unknown, thanks to a well-funded police force and progressive social policies in education and welfare. Anwen's national animal is the whimlark, which frolics freely in the nation's many lush forests, and its currency is the conch.
