The Most Serene Republic of Andoram is a massive, economically powerful nation, ruled by Saruman with an iron fist, and notable for its compulsory military service. Its hard-nosed, hard-working, cynical population of 1.591 billion are rabid consumers, partly through choice and partly because the government tells them to and dissenters tend to vanish from their homes at night.

The government -- a sprawling, bureaucracy-choked, corrupt, pro-business morass -- juggles the competing demands of Defence, Law & Order, and Commerce. It meets every day to discuss matters of state in the capital city of Isengard. Citizens pay a flat income tax of 28%. A powerhouse of a private sector is led by the Arms Manufacturing industry, followed by Woodchip Exports and Tourism.

Andoram successfully hosted the The North Pacific Olympics, midnight raids drag couples from their homes in the name of decency, vanity is considered the eighth cardinal virtue, and murder victims' families receive windfall payouts when the murderers are executed. Crime is pervasive. Andoram's national animal is the Ent, which teeters on the brink of extinction due to widespread deforestation, its national religion is a major religion, and its currency is the Silver Penny.
