The Compact of Amn Voss is a colossal, economically powerful nation, ruled by corporations with a fair hand, and remarkable for its national health service. Its hard-nosed, hard-working, intelligent population of 7.736 billion live in a state of perpetual fear, as a complete breakdown of social order has led to the rise of order through biker gangs.

There is no government in the normal sense of the word; however, a small group of community-minded, corrupt, liberal, pro-business individuals devotes most of its attentions to Commerce, with areas such as the Environment and Social Equality receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Omega. Income tax is unheard of. A powerhouse of a private sector is led by the Automobile Manufacturing, Information Technology, and Uranium Mining industries.

Citizens can be frequently spotted going about their business stark naked, the government now pays the "Really Awesome Super Heroes" (RASH) to catch evildoers, seafood restaurants assure customers 'If it lives in the sea, it's on our menu', and photographers can be found hiding behind the curtains in corporations's bedroom. Crime -- especially youth-related -- is crippling, and the police force struggles against a lack of funding and a high mortality rate. Amn Voss's national animal is the thylacine, which is also the nation's favorite main course, and its currency is the credit.
