The Phantomist state of Altackia is a colossal, safe nation, ruled by Count Franzderson with an iron fist, and remarkable for its sprawling nuclear power plants. Its hard-nosed, hard-working, cynical population of 8.166 billion are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Defence, Law & Order, and Education. It meets every day to discuss matters of state in the capital city of Infernopolis. The average income tax rate is 99%. A powerhouse of a private sector is dominated by the Arms Manufacturing industry.

Motels cater primarily to adulterers, employers may fire workers without giving any reason, the police have been swamped with requests to stay up past bedtime, and religious organizations are being forced to leave the country or pay income taxes like everybody else. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Altackia's national animal is the Altackian Griffin, which frolics freely in the nation's many lush forests, its national religion is none, and its currency is the Dragonel.
