The Empire of Al Capone is a massive, economically powerful nation, notable for its complete lack of prisons. Its compassionate, hard-working population of 1.186 billion are highly moralistic and fiercely conservative, in the sense that they tend to believe most things should be outlawed. People who have good jobs and work quietly at them are lauded; others are viewed with suspicion.

The tiny government juggles the competing demands of Social Welfare, Defence, and Commerce. It meets every day to discuss matters of state in the capital city of Chicago. Citizens pay a flat income tax of 16%. An almost nonexistent private sector is dominated by the Information Technology industry.

Meat is a luxury afforded only to the wealthy, all tariffs have been abolished, attorneys with strange deformities like three eyes and tentacles have been seen prancing through the countryside where industrial waste is dumped, and Al Capone has designated Chicago as its capital city. Crime is a problem, probably because of the country's utter lack of prisons. Al Capone's national animal is the attorney, which teeters on the brink of extinction due to widespread deforestation, and its currency is the gun.
