The Akuist Empire of Aku City is a massive, safe nation, ruled by Skylar Steviko with an iron fist, and remarkable for its ban on automobiles. Its hard-nosed, hard-working, cynical population of 4.969 billion are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

The government -- a sprawling, bureaucracy-choked, corrupt, moralistic morass -- juggles the competing demands of Defence, Law & Order, and Commerce. It meets every day to discuss matters of state in the capital city of Aku City. Citizens pay a flat income tax of 12%. A powerhouse of a private sector is dominated by the Arms Manufacturing industry.

Builders spend more time negotiating "tasteful architecture" than on actual construction, marketing departments of corporate giants compete to sponsor little league teams, people choose marriage partners by buying a lottery ticket, and the Black Wolf is believed to be extinct. Crime is totally unknown, thanks to the all-pervasive police force. Aku City's national animal is the Black Wolf, which is also the nation's favorite main course, its national religion is Khaosism, and its currency is the Credit.

Aku City is ranked 40th in Esquarium and 17,511th in the world for Highest Police Ratios, scoring 77 on the Orwell Orderliness Index.
