The Empire of Ainavlys is a colossal, cultured nation, ruled by Sitravon Cificap with an iron fist, and remarkable for its keen interest in outer space. Its hard-nosed, hard-working, cynical population of 8.072 billion are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it is mainly concerned with Defence, although Law & Order and Education are secondary priorities. It meets every day to discuss matters of state in the capital city of Byzorcis. The average income tax rate is 100%. A powerhouse of a private sector is led by the Uranium Mining industry, followed by Arms Manufacturing and Information Technology.

Shanty towns are forming in the suburbs of major cities, the government is notorious for leaving citizens with almost nothing from their inheritance, the government seizes private property for the 'good of the people', and children spout "Only with power can dreams be made real!" involuntarily throughout the day. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Ainavlys's national animal is the Divine Dragon, which teeters on the brink of extinction due to widespread deforestation, its national religion is Dragoonism, and its currency is the Cificap.
