The New Imperium of Abatael is a massive, devout nation, ruled by Romulus Aurelius II with an iron fist, and remarkable for its complete lack of public education. Its hard-nosed, cynical population of 2.631 billion are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

It is difficult to tell where the omnipresent, corrupt, moralistic government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Defence, and Religion & Spirituality. It meets every day to discuss matters of state in the capital city of Capital Prime. The average income tax rate is 83%. A powerhouse of a private sector is dominated by the Arms Manufacturing industry.

All major public areas are watched by police surveillance cameras, prosecutors routinely call transplant doctors as 'expert witnesses' in burglary cases, Abatael is increasingly belligerent on the international stage, and large areas of Abatael are not accessible by the public. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force. Abatael's national animal is the bull, which frolics freely in the nation's many lush forests, its national religion is Christianity, and its currency is the noble.
